Anyway, tokyoEVOLVED will probably never be released because it has 3 different Expert charts, so it would be extremely difficult to make work.Comment

You can just make the simfile with stupid steps, and when I download it to stepmania, i will make it better. SO THERE is a way to do it.

Err, you were asking for the official steps right? In that case:
1) Anything with "stupid steps" isn't official.
2) If you made it "better" it still wouldn't be official.
