You will need external time stretching software to do this with any degree of success. However it is possible in fruityloops by selecting the "fit" option in the channel settings. See picture
In the example I've illustrated, I have a drumloop that is 140bpm. However, my song is 100bpm. So to make it fit, I use the "fit" option (circled in red) and choose how many steps I want the sample to be (in this case I want it to be 16 steps so it fits the whole bar)
If you try it though, you will notice that the way fruityloops accomplishes this is by slowing the sample down so it fits. Not an ideal solution. You can improve it slightly by adding a fruity granulizer channel, loading the sample in and choosing "fit" again. The problem with this is you will notice gaps in your sample as it plays.

The only real way to achieve it is to stretch the sample in a sound editor.

Yes, it will work with any sound. You may have to export it to a wav file first though.
As I said though, the only real way to do this is by using a sound editor and not fruityloops.
