I don't recall being made to read much of anything when I registered.
When one registers for an account, they should be made to read the normal terms of service as usual.
When one accesses the forums for the first time, they should be made to read a page-long quick summary of the basic forum rules and links to threads. Then they should have to click another "I accept and understand these terms" button, after which they may begin posting.
Stickies simply don't do the trick. Very, very few ever read them, and even I've only taken a peek or two at them (which is why I'm probably going to be bitched at for making this thread). Plus, more than three stickies and you're moving the current threads really far down the page, which looks rediculous.
Perhaps I'm crazy, but maybe this might help, and it might justify banning or at least thread deletion on first offense.
