Go to the stepmania program folder, then go to the Announcers folder, and place the folder for your announcer in there.

just do what insanefreddy did, here's an example: C:\Program Files\StepMania\Announcers\Extreme. Just like that!

I'm just adding this:
Where "Extreme" is put the real name of your announcer.
Then, while running SM, go to options, appearance, and set the announcer to whatever you want it to be.

Basically, download any annoucer you wish to use. Then, unzip the announcer to the proper location at:

C:/Program Files/StepMania/Announcers (This is assuming you have StepMania installed in the default location.)

Now, check out the announcer you have just unzipped. Most of the time, the announcer will be in the folder (as in you unzip the file, you look in the folder to find the folder containing the announcer in the folder). In this case, you'll want to cut the folder, and move it into the proper location (C:/Program Files/StepMania/Announcers). Then, just delete the leftover empty folder.

Now, check the announcer folder again. You should see multiple folders and files, containing the proper scripting and audio. If this is what you see, then you are done. Now, open StepMania, and go to Options. Go to Background Options, and select the announcer you have just installed.

Now, play a song. You should hear your announcer depending on your performance (AKA, during a song, you're doing good, and your announcer says "Awesome." or something related). You now have a working announcer for your StepMania.

and that's it, no more to explain, in fact, if you ever want to install themes and noteskins, just do that, here's a few more examples: C:\Program Files\StepMania\Themes\ITG 2, C:\Program Files\StepMania\NoteSkins\dance\ITG, C:\Program Files\StepMania\Characters\(5th) 2mb (for characters you need to download bones/beginner helper, you can find it on stepmania.com)
