Because this game is available online for anyone to publically play whereas stepmania is offline and for your own amusement and it would be illegal to broadcast any artist's music without their permission in this game.

Why do these people not get it? Synth, maybe you should stick a huge banner at the top of the suggestions topic saying something like:
If you want to submit a stepfile or request a stepfile be made of a song, you must have the artist's permission
