This has been bugging me for ages, and I'd really like to the the blasted shop get fixed. I find it quite annoying to have to buy the songs that are way too hard for me just to be able to get to the ones that are at my skill level.

It's a known bug. You simply have to buy the songs displayed to see the ones under them.
Besides, there's only one easy song of all the purchaseds and it's a V2 of an arcade song that you can already access.
Either way, the next release of FFR will likely have a reworked shop that will almost certainly function without incident.
