First, you need an actual av/tag. Most forums have a limit on them, and this one is no exception.
Avatar= 150 X 150 or less, AND must be less than 20k. Animated GIFs are allowed.
Signature (tag)= i don't think there is, but try to be courteous to 56k users!
you can use nearly any image for an av/tag, but if you want to get a custom one, you can go to:

MySigHost (won't be officially reopened for a while, forget about that for now) allowed space= don't remember
Boomspeed (good, but legally you can only use it for Ebay auctions. It's also rather slow.) allowed space= 1 meg
Image Magician (my preferred sig host, but the same auctions only restiction. Sorta quasi-legal to use it for a message board. Fast as hell though!) allowed space = 1 meg.

We now have a forum for this called "32bit RGB" where you can ask for avatars or search through the "Sig/Av" sticky and find one.
