LOL, yay! There are other people who like the dancing characters too!
Here's how you do it:
In the stepmania folder there should be a folder called "characters". Inside there should be another folder called "default". What you want to do is cut and paste the character folders into the character folder, but not into the default folder. Same thing goes for the bone files. If you don't have the bone files, the characters won't dance.
To turn the dancing characters on, go to options and go to "backgrounds". Turn them either to Random or Select. You can also turn them on at the select option screen during gameplay.
