At this time X-step is the only one I know of unless you want to count Stepmania which also saves in DWI format.

Yeah, its pretty easy to just do it the "old" way. I had never seen dwi before and I just downloaded it and composed a really kewl Final Fantasy 7 Boss music song. Its pretty easy to use.Comment

You can:
1) Make your own music. Just use a program such as the E-Jay series or any other music generation program and crank out some original music. Most generators are quite user-friendly and making music isn't too terribly difficult.
2) You'd be surprised how many unlicensed bands and DJs are out there. About 90% of the time, they are more than happy to let you promote them. Just by looking one day, I found out one of my best friends is a DJ, my cousin is a DJ, 20 unsigned local band CDs were at our local radio station and a whole website of unsigned punk bands in my area (www.toledopunks.com). If you look, you'll find something.
