What is the most correct way to make simfiles-with-embedded-courses?

After seeing this by taronuke, a LUA script that parses course-like files except using the beat timing instead of raw second timing:

It makes me want to try making my simfiles with mods. But I have to confess I am a bit confused about how to do this nowadays, since I haven't played/charted in so long. As far as I know there are many different potentially incompatible versions of Stepmania in use (3.9, 3.95, 4, 5, OpenITG, ITG2 r21). So, if I want to release a simfile-with-modded-course-attached, what version should I develop it for? Or versions? And how should I indicate what versions it will work with and so on? What if it needs LUA specifically - should I avoid that or is it ok?

    Any advice appreciated
