I believe you have to play the whole song while getting 4 goods and 4 misses for the token to unlock.

It most definitely should. If it doesn't say so at the moment, I suggest changing the requirement to "Get 4 goods and 4 misses with 0 averages and boos while passing July to unlock 404th of July."Comment
