Oh yeah, I saw this in Anthony Bourdain's No Reservations. It's pretty amazing how these people put their produce at a proximity that close to the tracks. In fact, a lot of produce often gets squished/knocked over.
Seems more like a space saving measure than anything, although the added exposure is nice for the locals, even if it just means tourists stop by just to see the market when the train passes. I do have to admit to the unique atmosphere the market has is interesting.
And you're not kidding about how close they are to the rails.
