Also have a 6 IV Meloetta I got for a charizardite Y (Yay for owning both copies of the game, should anyone else need it when I finish Bravely Default myself I'll go hunting.) I earnestly suspect this one isn't legit though which makes me sad because I think Meloetta is an amazing pokemon. (It's just a tad bit too good to be true for my tastes.)

31s across the board for an event legend? Not saying it's hacked, but I'm getting that red flag in my head as well.
A few things you can do to check:
-Date of the encounter
-Characteristics like "likes to run" or "proud of its power". This gives you its highest IV as well as one of two possibilities for the ones digit.
-Going to the Judge in the Battle Tower or whatever the equivalent is in XY. He'll give you a general assessment based on the sum of the IVs, then the highest IV (he'll mention them all if there's a tie) and how high it is in units of five. 31 will give "it can't be better", 26-30 is "fantastic", 21-25 is "very good" and so on.
There are a few programs where you can input desired IVs and natures and it will spit out times and dates where the RNG will hit on those values, which you can compare against the actual data to see if you do indeed have a hack. One is RNG Reporter, but be warned, the terminology used is quite technical and specialized. If you thought chaining for a shiny was bad, you haven't seen anything yet.
Hahaha that sums up my Garchomp experience so far, except I use rock slide over Stone Edge because I play doubles and flinching two people is pretty cool.
There's a pokemon tournament (about 20 people) happening on the 26th, so I'm hoping to get in on that. I'm trying out my Belly Drum + Aqua Jet Azumarill, seeing how well that works
