is anyone else's pp pretty much stuck? I've been sitting at ~4,900 for literally 4 days now and it doesn't go up no matter how many maps I play even for popular maps, rofl.

I believe peppy is working on a new algorithmic formula for pp so your pp might not update right away.
PS: I'm sure you know this but as you gain more pp, it will start to become more difficult to gain pp because you will have to start ranking higher then people who has more pp then you. For instance, lets say if you got rank 1 on a map but every person who played that map has lower pp then you, you will steal no pp but will gain bonus pp for just FCing the file (which will be like 1-3pp depending on difficulty and how long the map is).
My word of advice, play older maps. You will gain lots of pp since most people don't bother playing/trying hard enough on older ones. It works wonders for those who wants to gain pp faster. Another thing that helps is if you can master hidden and hard rock (especially hidden). Getting an S on a map with hidden boosts up your rank A LOT and even MORE with Doubletime trust me xd===============================
The idea that RDCP 3 may come out in the future is a fun thought to have~

Mine's just constantly rising but with little rank change (still arount #3300s).
Also I'm surprised I did this in one go without retries lol
