Well, they did allow Tell v3 in.
The reason is that RATO was going to be a public song. Because of FFR's combo scoring, songs that difficult basically become "how much combo can you mash" contests for all but the few people who can actually PA it while FCing. I don't really want not-fun mashfiles to affect my average rank; maybe that's because I'm really slow at mashing. But if the song is going to be not public, that won't happen (nobody cares about token average rank) and so your rank on the song wouldn't really affect anything else. If a difficult song exists just for its own sake that's fine, because there's no penalty for being bad at it, just a reward for being good. I have problems when I'm forced to play a mashing file over and over again just to prevent it from ruining my average rank. Then it's not fun to have the song in the game, just annoying.
