As far as the file cut-off--I'd probably say 85 because it includes Across Rooftops and Holy Orders; those songs have 2 and 1 AAA(s), respectively. Just make a certain few 85's unlock it, I guess?
EDIT: In any case, if you don't want to draw a line, 86 is good.
You guys don't have anything more amazing to step than Otaku Speedvibe as an insane token?
I support otherwise.
Also there's about only 200 legit Otaku Oni unlocks, not 400.
It's just for the novelty of it.

"Hey Foil. What's that you got there?" inquired Keywii.
"Oh, just my cock." Replied Foil.
"That just will not do." was keywii's response as she lunged for the scissors, pulled the blades apart, and clamped them down on the base of foil's shaft. Blood start gushing out of the wound where his penis used to be.
"NOOOOOOOOOOOO!" Yelled Foil in horror.
"Don't worry. I'm a wizard" uttered Keywii. And with that, Foil's penis grew back.
Awesome idea Sprite! I definitely support this! 8)
In my opinion, 85 or higher sounds good. Anything higher is just pushing it.
The bad thing about the 85s is that there seems to be a really wide area that it covers. You have easy FGOs that are 85s like Reality and Lolo--both of which have at least 10 AAAs (filled high score boards), but then you have much tougher songs like Across Rooftops and Holy Orders, like I mentioned earlier, with only 2 and 1 AAA(s), respectively.
That's why I think you need to draw a line of some sort since the range within the 85s is really wide.
in all seriousness, why Oni again? If we had M1dy permission, we'd have options to over 20 songs harder than RATO, I don't see Otaku speedvibe becoming that difficult, unless it's either the entire song or it's Otaku Ultraspeedvibe (double BPM). I wanted to do this with an overly stepped Emiru MANIAXX, but we don'ts gotz permission
It's getting better all the time
I used to get mad at my school (No, I can't complain)
The teachers who taught me weren't cool (No, I can't complain)
You're holding me down (Oh Oh)
Turning me round (Oh Oh)
Filling me up with your rules (Oooh)
