The chart has fundamental errors, such as the offset not being set and incorrect BPM set. Unfortunately these issues will require starting over from scratch to fix them.

My best guess is you used Stepmania to make this. I very highly encourage you to use ArrowVortex instead (Download here or newer version here -- may need to install x86 version of this download if it's not running

ArrowVortex can automatically set the offset and BPM in many (not all!) cases and will work fine to fix the offset and BPM issues for this.
1. Load the .mp3 or original .sm
2. Go to Tempo > Adjust Sync
3. Click "Find BPM," then "Apply BPM"
4. Save!! (My results wre offset of -0.042 and 170 BPM, yours should match)

You'll definitely have to start over from a blank chart with placing notes once the chart is synced. The notes are placed nearly randomly and appear as though they were recorded rather than thoughtfully placed. I think with proper sync you'll be able to more clearly place notes. This is a pretty good song to learn charting with - definitely try again!
