PERMS OK

30.940-31.213: The 16ths here don't really fit.
41.031-41.304: Again odd 16ths here.
50.236: Missing note. Same at 58.963.
1:05.031: The glitches here being simplified to a simple 24ths roll feels odd given how tightly charted the stuff around 45.940 is.
1:22.417: This 32nds burst has PR too similar to the previous one (and the first one).
1:36.872 & 1:37.145: Arguable, but it's odd to have these very clear identical notes (to their preceding 8th) not be minijacks when 1:35.713 was a minijack. Sure they're not exactly the same wubs but close enough. At 1:41.167 they also get lost in the other 16ths.
1:57.395: Just another example of 16ths really not giving a feel of abstraction here.
2:38.304-3:13.213: Due to how toned down the rest of the chart is, this section is forced to omit so much of what's going on despite it being the climax of the song. It spikes a lot with the handstreams, and feels underwhelming in the parts where 16ths can't be added due to being limited by the difficulty balance.
This is a pretty tough call. At the end of the day, different versions inevitably have a more strict review when they're relatively close to an already released chart's difficulty range/approach. While this chart on it's own is alright and provides some fun elements here and there, it simply does not bring much more to the table than the original does at a similar difficulty. There are many places where 16ths are used even during the wubby sections which makes the sections a bit bland at times. Moreover, due to having to tone down the difficulty as to not be too close to the v1, it makes the balance quite unintuitive; there are intense sections where it's just 16ths streams or even less, and there's the end where suddently handstreams spike too much. Unfortunately this is just stuck in a bad place and time.

This chart is definitely a tough judgement call.
The obvious comparison is to the currently in-game version, and I think that version does a much better job of representing the song and is the more interesting chart overall.
This version makes a lot of patterning concessions in what I think is an attempt to make the chart as playable as possible or nerf the overall difficulty. For long portions this results in the file feeling uninteresting and/or unchallenging. It’s ultimately unbalanced - you’re already forcing the player through essentially 220 jumpstream(even handstream!) for large portions, anyone at this level can handle a not-straightforward burst here and there too. This affects many parts of the chart, not just these examples:
-1:05.122 roll would probably be better served with a more aggressive pattern
-1:15.804, 1:17.986, 1:20.167, 1:22.349 - These bursts are all functionally identical but they sound pretty different – in an ABAC pattern, and imo the B and C repetitions would pop with more aggressive patterns
Nearly the entire ending of the chart (starting 2:29.577) feels unbalanced in difficulty
-2:38.304 - ~2:42.667 is a major concern as it’s so much harder as a handstream section than the sections immediately before and after it
-3:04.486 - 3:08.577 - not sure why all the synth 16ths here were ignored for such a small section in the song’s climax - the new drum layering would be enough to make this section feel distinct
-3:12.258 - end - OHTs here are a very smart and appropriate choice
Those are my 2 major issues with this chart - it unnecessarily sacrifices too much to make the chart feel more playable, and the ending feels oddly unbalanced. I don't think it's a bad file (actually fairly decent), but even without the v1 comparison I think I'd still want those addressed before allowing this in.
