Short-ish song, 90+ difficulty for sure.

The patterns are pretty tricky, and I didn't really think about it being used for a tournament, however it seems to fit all of the needs mentionned in the thread, so I'm reuploading it in this batch instead.

2.866: Should probably omit this, as it's very subtle and not even a 48th anyways. See other iterations too.

4.338 & 4.943 & etc: After some slowdown and playing it a few times, it seems that these 32nds are meant to abstract the white noises. This motif doesn't quite work as it introduces strange patterning despite being somewhat of a background element of the song. There are moments like 4.096 where it's missing (probably to allow the (34)(12)), or other places like 6.031 where it's quite spiky due to the jumps layering of a few things around it. 8.209 is another example where it causes a really uncomfortable left hand pattern that's not justified.

8.310: Why is this layered if not 10.003 for example (or many others)? Not sure what it goes to.

8:431: Ghost note. Could maybe be on 8.552.

19.237: Sudden burst?

20.729: PR, this shouldn't be the same jump as 20.971 & 21.213.

1:13.653: Why the 32nds here suddenly?

1:25.387: Ghost note according to the layering scheme.

This chart has too many structural issues, especially regarding the consistency and relevance of the 32nds and 48ths. There are also some notable PR concerns here and there. The above notes are not exhaustive but provide a base explanation for the repeated issues. The section at 49.640-1:05.124 is actually pretty solid and fun to play. That being said, this would need a solid redo of some motifs in a non-trivial way before going in.

To be honest, I don't know how to approach this with notes. So much is happening with the file it's hard to break down every single thing into detailed notes, so I'll just go over general comments that reflect my rating for this file.

Most of the 32nd additions to the noise e.g. 0:04.338, 0:04.943, 0:05.427 etc seem too additive to me and in places where other layering stuff is happening it's hard to digest both together.

The jump usage in terms of placements seem completely arbitrary and as a result create parts where there are either incredibly long achors (0:13.471-0:14.318, 0:27.624-0:28.592 0:29.076-0:30.044) or jacky gluts that serve no merit.

The middle part also gets a lot more dense and difficult from the notes above which ruins the difficulty balance of the file.

The hand usage also appear to be very arbitrary.

0:49.640-0:54.963 - This is funny but also super tough for the right hand because of that [4][3][14] pattern. Suggesting to change to to a 2-hand pattern.

^ Also this entire streams section outside of that note alone feels pretty right hand biased, long string of notes on the 3rd column lol.

Not sure why the ending switches between JS to gluts arbitrarily too, what's the purpose here?

Overall, I reckon this needs to be reconsidered from scratch.
