it gives you a chance at winning a guard. However if you too many people lose no guard votes start going in which is bad, not so much now but when important people become a factor we'll need the guard lottery.

Clarified. If you have already done the lottery guard, that stands, I'm sorry it wasn't clarified earlier, my fault.

To explain further, let's say that bob, sue, jill, and jim are playing flip flop;

Sue gets her flip flop correct, Jill and Bob lose. Jim chooses not to play. In the random selection this would go down as

1 Sue
1 No Guard

Jim choosing not to play eliminates either chance, but if you choose NOT to participate, please tell me at some point.
