The person who has a 'seer' role assigned to him should not immediately publicize his role.
The only thing that will happen is that one of the villains will kill him, leaving us without information for the rest of the game.
Not to mention we do not know whether or not there is a fake seer or a guardian yet, so even if the seer publicises his identity, we will probably not gain anything, but have a high risk of losing valuable information.
EDIT:
For the communication with Mames Jay, he should still be able to use sign language.
If we ask him questions, he can just shake his head to answer.
We could also make a code for the amount of 'caws' or have him systematically use 26 different types of birdspeak.
e.g.
1 caw = 1
2 caws = 2
3 caws = 3
Do this until 26.
1 = a
2 = b
3 = c
etc.
or:
'Caw' = a
'Tweet' = b
'Chirp' = c
'Caw Caw' = d
'Tweet tweet' = e
etc.
We could then write a simple program that decodes his caws into letters, giving him the ability to speak.
It should not be a problem if he uses a smaller font.
Also, if metagaming is allowed, I would muse that it might be that he got a message with an important clue to an event later on, since it would be strange if someone were randomly disabled to talk in the beginning of the game, unless the events are random.
