Off-sync machine

I have a feeling that there's something wrong with my SM. A lot of files that I download are 0.04-0.05 early. Now at first I just wrote this off and thought that maybe it was their SM and/or they just got the sync wrong, but this happened even with respectable sim authors who usually get the sync spot-on. I knew that it was a problem with my machine when I downloaded the RF pack. Every single file I had yet played was offsync, and these were files that had gone through multiple experienced people. I tried setting a GlobalOffset, but it didn't seem to do anything, even after I reloaded the metrics. I'm sure someone can tell me how to fix this; the problem is that I have a lot of files that are tuned to be onsync to my machine, and effectively fixing the sound lag will make all of those offsync, meaning I'll have to go in there and manually adjust the gap for every file.
