Yes, basically Composer/Remixer/MIDI creator/Performer can get the title once the song/file is released.

But as for performers, if you play only a part of the music (like, playing a guitar part for 30 seconds in a 2 minute song with many other instruments), you may not get the title.
If you play the piano part in a piano-solo song, you will get it.
