Trying to change what's in the option's menu (metrics.ini)

Currently using the Groove 2.4 theme. Since ITG doesn't have an extra options menu, there's no way to access the Rate modifier unless you play in edit mode, which is meh.

I located where in the metrics.ini file the options are set.
I then found where the rate options are in the extra options menu.
I then copied it over, and hoped that it'd show in the main options menu. No luck.

What's wrong here?

I have not. I looked now, and I found where it should be, but I'm unsure what to put there.
What should I be writing?
