I think it's probably a case of Hastert going "nah it can't be that bad I'll just give him a slap on the wrist and we'll avoid public spectacle" rather than a calculated attempt to hide the truth. It's just not clear yet how much Hastert knew. And of course there's an argument to be made that even if he knew very little, he should have done a lot more than he did.
