This file does require some slight control in the bursts, as many of them have patterns that repeat past the end of their rolls -- however, the difficulty issue lies in the second half, when the BPM doubles. You have some pretty forceful jumpstream patterns that actually require you to do split-handed jump sandwiches at a respectable speed (I think it's 180? 16ths). In addition to that, the doubled BPM could be arguably harder to read for some people, too.

Outside of these areas, the chart is probably somewhere in the low/mid-60s, because the bursts are overall smooth despite the tricky transition points. If we were to cut the BPM in half and view the chart as it might conventionally appear, the chart would appear to have a pretty high density in that mid-section BPM doubling, since it would equate to jumps every 8th note interchanging with 16th split-handed jump sandwiches.

I would advocate a rating of 69 for this file, personally.
