Whenever I try to save the changes to my speed mods (even if I didn't change anything) it says: "Cannot create the C:\Program Files\StepMania\Themes\default\metrics.ini file.

Make sure the path and file name are correct"

It does this with your program as well. Any ideas?

Edit: Pulling it to my desktop worked.
