And of course, it's easier for governments to do these kinds of things because they have the resources to do so, and there are quite a couple of Tor exit nodes that are ran by the government. If you're checking deep web websites, it's even worse because multiple governments have their hands in pockets for popular websites over there.
So on this website Tor doesn't even really block you from much because administration doesn't care unless you plan on cheating, and people don't care period. And even then, I haven't really seen administration hand out an IP ban for cheating.
