I wouldn't say that other divisions don't deserve the title, but it's a little bit harder for lower divisions to achieve the token for placing top eight because there's always the chance that people cheat. It's unavoidable.

EDIT: well, it might not be quite as bad with the community size being diminished, but you never know.
