It's encouraged that you submit any score, even if you can't improve them. The only thing a negative score does is reward you less credits at the end of the tournament compared to those that were able to improve their scores. If I designed my credit awarding system correctly, you shouldn't be earning pennies in comparison to the top winners.
The goal is mainly to give more motivation for others to improve their top scores
