Would people hate me if I said "The Wind Waker?"  Seriously, I think I'll go with Rayman 2 - the graphics, animation, and music are all very nicely done - they're very cartoony and whimsical, but there's a lot of substance behind them. (And the gameplay itself is just amazing). I'm also a huge fan of Jet Grind Radio (I'd love to play JSRF, but I'm stuck on a Dreamcast), and Virtual On: Oratorio Tangram has some pretty darn cool character designs. I think that Comix Zone (for Sega Genesis) also deserves a nod, actually - it was a beat-em-up game set in the pages of a comic book, and while the gameplay wasn't too innovative, it brought a lot of style to video games before any of these other titles even existed.
