The best way to help your brother at this point is to let him take out his frustrations any way you can, or to provide an outlet for him to express his anger/sadness.

He's probably going to need therapy to get over seeing one of his classmates die at the bottom of the pool. I know I would, and at such a young age, he'll most likely need it.

I'm really sorry about what happened though. Those lifeguards should charged with negligant homicide, or even voluntary manslaughter. There is absolutely no excuse for a child to be spotted dead at the bottom of a pool by someone other than a lifeguard. No excuse at all.
