Seeing a few extreme opinions in here. Do not unrank the legacy files and definitely do not remove legacy files. Restepping? Ok maybe, but that would be a huge project. Simply make them less accessible to new players and let them be warned that Legacy files are often poorly stepped and are not up to the current standards of the game, so if they wish to pursue scores on them, it is of their own choosing. Not playing them does not hurt their FFR Rank, and anyone who actually cares about that will probably end up playing them later on down the line anyway.

Here we go again... anti-pa requires skill, period, and is a refreshing change from Pass this FC that AAA the other thing. Separate categorization for these would be nice tho.
