Maybe it is that, when Bob is redirecting Joe to Steve, whether it works depends on whether Steve is a special role or just a vanilla townie, not Joe. Because I do not get, how you would make a vanilla townie go some place. Although it said something about visiting, if a player does not use their action, which I do not really get still.
