Does Guardian works like a Bulletproof if you protect no one or it's more like a Medic/Doctor where you can save someone else and that's it?

I'm not sure what those roles are. If 16 people sign up (something that doesn't seem likely based on past attendance I've read through) then the guardian will be added. The Guardian gets to choose one person every night to guard, but it can't be themselves. It can be used each night.
