Upper bounds are a little tricky because is usually depends on the tourney length and how much the tourney host wants to challenge their participants, but I want to say that the final round will probably be somewhere in the X+7 range?

Final Rounds are going to probably barely skim the bottom of the next division up, for example D5 would end up in the low 80s.
Beginning Rounds for my tournaments are usually 2 below what Trumpet has mentioned. IE: D5 is starting with a 65 (using D5 as a reference is easier for me)
