Yeah, this is about right. I've seen サークル referring to school clubs and doujin groups. "An association of like-minded people." A group of people releasing music together would be a サークル, but an actual record label might fall under 企業 (business).

For music offered to other circles, you most follow the rules of the circle's organizer.

Music offered to a business is entirely prohibited from secondary use.
JX did say "anything but songs copyrighted by a company." I guess getting a track into a Bemani game counts as offering it to a business?

Konami's website, and Konami is listed as the distributor on its
store page. The
amazon.co.jp page says its label is "SMD itaku (music)", which ... I don't know? It's the same for the beatmania IIDX 21 SPADA thing mentioned on the same Konami page. So, a track has to be offered to Konami for them to be able to release it on a CD? I think? And if we can't find what the exact agreement was, would it be better to play it safe?

Yeah, that e-mail was sent by me. I didn't notice at the time that, on P*Light's soundcloud page, you can see that the Hommarju remix is a repost of the track from Hommarju's page. (You can see the icon of the two arrows in a rectangle).
But also, I only just checked the pichnopop discography, and TRIGGER★HAPPY (Hommarju Remix) was released on one of their CDs. Therefore, it falls under the same rules, so you don't need to contact the artist. Sorry for the confusion. I'll put it back on the list. It's more in the clear than the others, because it's not featured in anything from Konami.
