I so badly want to make a potentially pivotal structural change that allows [Oni] gets to be in D4 only if they show a lack of proficiency past the mid-FMO range (74+) -- there are currently 10 people that would be affected by this change on the lower end.

There's also one person that hasn't been moved in D5 that I am considering moving up as well, ugh.
