Orbs reset once all orbs are used.

Netjet even mentioned himself that we should be saving orbs for situational usage. It's in the wolves best interest to waste orbs, and using a seer on anyone in night 1 would have done that.

Also the tracker knows if netjet used didn't use the orb yet he still gave a reading in the thread meaning that he used it. At the end of tonight, the tracker is going to get a reading that netjet still has the orb since he didn't use it on night 1.

Read the description of the Tracker: The Tracker will receive a pm at the end of each night telling him who had an orb during the night phase. He will not be told if the orb was used or not.

Wolves also benefit from orb resets happening more frequently as it gives them a chance of rolling the vigi orb. A vigi for the human team just accelerates the game by having "2 lynches" per phase, but a vigi for the wolf team means "2 kills". 2 kills has more value than 2 lynches since kills are more accurate.
