If people really wanted to come back. They would.
The people that really loved this place and wanted to be here, came back and are here.
New people come in replace of old people, they obviously didn't really enjoy it or want to be here, so they aren't back.
Everyone I saw on the forum before the site went down... Still post. It's all the same people, some are missing yes. But i'm sure one of their friends told them the site was back and they had no interest.
