30 FPS = .033 seconds per frame
and 225 BPM 16ths (900 TPM) = 15 TPS (half of the game's rendering speed)

I see what you're saying now. That'd make a lot of sense to me. So anything below this time would have you going in and out of the perfect window, where you'd get a majority perfects with a few goods sprinkled in.
