basically, every economical activity was controlled by corrupt politicians, both right and left winged. everyone was pretending to fight in public while dividing the money in private. there was no public work without corrupution, and of course mafia and criminality were also deeply involved (they still are, but it's not nice to say so!)

that's about it. recycle business, public transportation, hospitals, burocracy, television, public works of all sorts, everything was completely poisoned and it was impossible to work if you didn't want to pay, therefore everyone paid.
