I agree that he almost certainly has no chance of being tried as an adult for this, but to pretend its not serious because the animal was not seriously injured is naiive.

It's serious because of his motivation and the fact that despite his age, he absolutely knew what he was doing was wrong. If he did not, then his parents utterly failed completely, in which case, a couple more years of development wouldn't matter in the slightest anyway.
