ok, maybe it is a little harsh now you put it that way, juvenile detention and a huge fine for abusing sounds fit.
Now question is, if he killed the cat, then would you try him as an adult?
P.S. Still didnt sign, just because I dont want to take the time when it prob wont make a difference.
