This is accomplished with one less step by simply voting who you think most deserves the award, and then the person with the most votes winning.
If anything it is more accurate than making people choose between a fixed number of people, none of whom may be the one they want to win.
The frontpage gets a newspost, the thread with voting is kept open for a good two weeks as a sticky, and anbody who wants to vote can.
Seems to work pretty well. If "only 30" people voted last year, it's because only 30 people were active forum users who felt the desire to submit votes for the awards. Not everyone wants to vote, knows the people, cares, and frankly, if you put a voting poll up on the frontpage, all kinds of people are going to vote randomly, for the hell of it, having no clue at all what is even going on or who the people are.
I'd rather you have to actually care enough about, and know enough about the forum and community to vote, and have the numbers be small, than have 10,000 random people go "Oh look, buttons!"
