Money. People need money to pay for the gas that's over $4 a gallon. And what you said about Pac-Man, they couldn't really develop a storyline. Games were just becoming popular, story-lines didn't come out until about the 90's, or late 80's. Megaman started out with a really vague storyline, but in about 2-8, you knew what was happening.
