Because bans aren't supposed to be about pointless punitive consequences. If I ban you for a week and you don't learn from your mistake and just go merrily along breaking the rules, it accomplished nothing.

If I ban you, and you come talk to me, and we discuss why what you did was against the rules, and it seems like you've learned your lesson, what's the point in continuing to punish you past that moment?
