see, the thing with a salary cap... it just won't work like it does in football. because of the profit sharing and the amazing tv deal that the NFL has, its very very easy for the NFL to have a cap. the teams very little of the teams salary themselves, as each team's portion of the tv rights is almost equal to the salary cap.... whereas its much less in baseball, and you have teams like Tampa Bay or (now defunct) Montreal who spend 25 million a year. the salary cap only works if every team is paying out the cap amount (like the NFL).

baseball DOES have a luxury tax above a certain payroll amount. not sure about this year, but last year the Yankees were the only team that had to pay the tax.
