No, the .pls extension here means it's a WinAmp playlist. I don't know if perl scripts use the same extension, maybe they do, but I have downloaded and looked at playlist files before. They're just text files with the URLs of the radio streams in them and maybe a little other info that Winamp uses. You know what the one from the FFR Radio Winamp (Hi) link in the left menu says? I just looked. Here you go:

NumberOfEntries=1
File1=http://207.44.158.35:8000/

That's it. It just points to the audio stream so unless you think audio streams are harmful, it's safe to play web radio stations like this. And FWIW, I've never gotten a warning when trying to run playlist files like this so I still say you have rather high privacy/security settings if you're getting warnings on listening to a web radio stream.
