There are some beepy noises in the background of Utopia that allow for such a chart to be made without regret. Can't say I like it, but whatever, I just don't play Utopia.
On the Topic of Sunshine: I guess everyone has their preferences, but why the hate? ITG Expert steps rarely follow lyrical progression and focus more on instrumental melodies. The idea of most Expert charts is to take the quickest-moving melody of the music and put a step on each note. They took this to a new level in many parts of Vertex˛ when they mixed two melodies and stepped both at the same time.
EDIT: I almost forgot to point out. ITG was created in the DDR hiatus some time after DDR Extreme was released. At that time DDR was extremely popular and people were starting to AAA PSMO. The solution? Get some fans together and pop out something that much more difficult. Add an extra tighter timing window, up the maximum difficulties, and throw in some extra stuff too. That is what ITG was meant to be. Something fresh for people who'd already destroyed DDR.
